Vientiane Capital, on April 27, 2026, a signing ceremony of a Memorandum of Understanding (MOU) for the Feasibility Study, Design and Develop of the Vientiane-Boten Expressway Construction Project, Section 2 (Vang Vieng to Luang Prabang) and Section 3 (Luang Prabang to Oudomxay) between the Government of the Lao PDR and Hunan Banying Industrial Group Company Limited was held solemnly at the Latsavong Wanda Vista Hotel.

The signing of the MOU for the project was held on behalf of the Government of the Lao PDR by Mrs. Phonevanh OUTHAVONG, Deputy Minister, Vice President of the Investment Promotion and Management Committee, Standing Member, and on behalf of the private sector by Mr. Xia Hongchao, Chairman of Hunan Banying Industrial Group Co., Ltd.

The ceremony was attended by Mr. Detsongkham THAMMAVONG, Deputy Minister of Public Works and Transport, Dr. Vanthana NORINTHA, Committee Member, Standing Member, Director General of the Investment Promotion and Management Committee Office (IPO), and leaders from relevant central-level sectors and provincial governments of Vientiane, Luang Prabang and Oudomxay, and relevant business sectors.
