Investment Promotion and Management Committee and Investment and Management Committee Office
The Investment Promotion and Management Committee or “IPMC” was established in August 2025 in accordance with the Decree on Organization and Operation of Investment Promotion and Management Committee, No. 530/PM, dated 11 August 2025. IPMC is a governmental organization reporting directly to the Prime Minister. At the same time, the Investment Promotion and Management Committee Office (IPO) was established on August 2025 in accordance with the Decision on the Organization and Operation of Investment Promotion and Management Committee Office, No. 030/IPO, dated 18 August 2025. As the secretariat of IPMC, IPO is a governmental department serves as the central One-Stop Investment Service, coordinating all investment activities across Lao PDR.
Functions of Investment Promotion and Management Committee (IPMC)
The Investment Promotion and Management Committee (IPMC) serves as the Government’s advisory board for promoting and managing domestic and foreign private investment, public–private partnerships, and the development of special and specific economic zones, including oversea investment. Its core responsibilities include:
Policy and Legal Framework
Researching, drafting, and improving strategies, laws, decrees, and regulations related to investment promotion and SEZ management. Conducting studies to improve investment approval mechanisms and procedures, ensuring greater convenience, speed, efficiency, and modernity, while enhancing competitiveness in attracting regional and international investment.
Investment Promotion
Lead promotion, dissemination, advocacy, and guidance on implementing policies, strategies, laws, and regulations related to private investment promotion and management, public–private partnership investment, and special and specific economic zones.
Investment Oversight
Consider private investment proposals in concession activities, special and specific economic zone, PPP projects, and controlled businesses; monitoring implementation; resolving investor issues; and reporting to the Government.
Capacity and Guidance
Providing technical supervision to local administrations, managing organizational structures and civil servants, and organizing training to strengthen professionalism.
Data and Systems
Developing investment databases, mapping systems, and statistical tools to modernize information management.
Negotiation and Cooperation
Leading investment-related agreements, treaties, and cooperation frameworks, and ensuring compliance with international obligations.
Monitoring and Compliance
Overseeing project performance, revenue collection, environmental management, land use, and labor practices in line with national laws.
Administration and Governance
Managing finance, assets, and documents, preparing annual budgets, Implementing Party policies, addressing complaints, and strengthening anti corruption, inspection, and asset declaration mechanisms, and performing other duties assigned by higher authorities.
