From 21–25 September 2026, a delegation of the Lao PDR Investment Promotion and Management Committee (IPMC), led by Dr. Vanthana Norintha, Committee, Member, Standing Member, Director General of the Investment Promotion and Management Office (IPO), accompanied by representatives from the Ministry of Finance and the Ministry of Industry and Commerce, visited Phnom Penh, Kingdom of Cambodia, for a study and experience-sharing visit on investment promotion and the development of the automotive manufacturing and assembly industry.
During the visit, the delegation held an official meeting with the Council for the Development of Cambodia (CDC), where they were warmly welcomed by H.E. Yun Heng, Deputy Secretary General of the Cambodian Investment Board. The meeting provided an opportunity for both sides to exchange experiences on investment promotion policies, mechanisms and measures, including investment facilitation, with particular emphasis on the development of the automotive manufacturing and assembly industry, automotive parts manufacturing, supply chain development, and integration with regional production networks.
The discussions also covered value addition, the promotion of the use of domestic raw materials and components (local content), and the development of domestic supplier bases to support the expansion of the automotive assembly industry. In addition, the delegation exchanged views on investment promotion policies and mechanisms, procedures for registering Qualified Investment Projects (QIPs), tax and customs incentives, as well as investment incentive measures for potential and priority industries.
Furthermore, the delegation visited and held working sessions with relevant institutions involved in supporting the development of Cambodia’s automotive assembly industry, including the Skills Development Fund (SDF), the standards institution under the Ministry of Industry, Science, Technology and Innovation, and the National Automotive Innovation Training Center of Cambodia.
In addition to meetings with government agencies and relevant institutions, the delegation also visited the automotive assembly plant of Automotive Manufacturing of Cambodia (RMA Cambodia) in Pursat Province, which assembles Ford vehicles. The visit provided the delegation with an opportunity to observe the actual vehicle manufacturing and assembly processes and gain practical experience regarding production line organization, quality control, and the use of components in the vehicle assembly process.
