His Excellency Saleumxay Kommasith, Deputy Prime Minister of the Lao PDR and Chairman of the Investment Promotion and Management Committee, led a high-level delegation on an official visit to Abu Dhabi and Dubai, United Arab Emirates (UAE) from November 5–8, 2025. The objective of the visit was to strengthen economic relations, exchange lessons learned in investment promotion and attraction, and seek partners and investment in the financial and technology sectors.
The delegation met with senior government leaders, including His Excellency Saeed Bin Mubarak Alhajeri, Minister of State for Foreign Affairs of the UAE, to learn about the UAE’s policies on trade, investment, special economic zones, Artificial Intelligence (AI) development, and financial services. This engagement aimed to strengthen cooperation between the public and private sectors of the Lao PDR and the UAE.

In addition, the Lao delegation visited leading UAE financial and technology institutions: They visited the Abu Dhabi Global Market (ADGM) to discuss cooperation on regulatory improvements, modernizing the Lao PDR’s financial system, and technical exchange to enhance financial governance and attract foreign capital. They also visited G42 (Group 42), Kaspersky, and the Yanggo Group to discuss potential investment and technical partnerships in high-tech infrastructure, particularly the development of Artificial Intelligence (AI)-driven data centres in Laos, leveraging the Lao PDR’s clean energy potential.

The main theme of the visit was to lay the foundation for and promote the Lao PDR as a regional hub for the utilization of clean energy to establish data centres and drive Artificial Intelligence applications. Key areas of opportunity presented were:
- Promoting investment in sustainable energy generation to supply power to high-growth sectors, including the AI-driven data centre industry.
- Mobilizing financial and technical assistance to modernize Laos’s investment processes and infrastructure to ensure sustainability and strong guarantees for investors.
- Encouraging UAE investment in projects that will enhance Laos’s role as a vital land linked hub for regional and international trade.
The visit successfully established direct, high-level channels of cooperation between the Lao PDR’s investment bodies and the UAE’s powerful financial and sovereign wealth institutions. Both sides agreed to expedite technical exchanges and feasibility studies for several projects discussed during the meetings.
H.E. Deputy Prime Minister and Chairman of the Investment Promotion and Management Committee, expressed his gratitude for the warm welcome and reaffirmed the Lao PDR’s commitment to facilitating investment from the UAE, marking a significant step toward a closer and more prosperous partnership.
